Well this seems pretty simple and straight forward to me. Get your carriers and rewind line overhauled by your maintenance department or outside machine shop so that you can rewind properly. No magic here.
There are two different kinds of round wire braids:
1) Those that use a single wire on each carrier.
2) Those that use a number of wires wound in parallel on each carrier.
If you don't wind the wires on the carriers properly, the braider will not work properly. Read your rewinder manual. Pay particular attention to how the traverse reversing switches work including the position adjustment of those traverse reversing switches. If there is more than one wire parallel on the carrier, make sure the pay off wires all have similar tensions. Always make sure that the pay off wires cannot snag on anything as that will create tangles.
I assume "jammed" in your message means that one or more of the wires has crossed over another and now cannot be properly let off the carrier. See comments about snags and traverse reversing switches above.
