Sizing power cables to connect to existing or planned transformers (primary side) is the responsibility of the local hydro engineering design group. They will not let anybody else do those calculations for them.
Cable sizing and supply and supply of the proper fused disconnects (secondary side) (Two fused disconnects - One at the transformer and one at main distribution panel inside the building.) are the responsibility of the electrical consulting engineer for that building and the sizing calculations are usually checked by the transformer manufacturer or perhaps by the owner of the transformer if it belongs to the local hydro. (All to ensure the transformer is properly protected as well as the building!)
