Hello,
I was told many years ago in a polycrystalline die seminar that if some of the diamond crystals extended too far out from the die surface , the extra drag could indeed produce a wire with a diameter smaller than that of the die. I however have never witnessed this myself. I imagine that there would be large striations on the wire and extra dusting if this occurred but again I have no first hand experience. Perhaps others will comment on this further.
