How much oxygen needs to be added in copper to help remove impurities or make less harmful?

we maufacture filler wire of 1.6mmdia using pcd dies with wet wire cold drawing this material was drawn from input of 2.2mm diavacuum anneled but we are getting oxygen>50ppm against the specified limit of
