Hello wsc,
CDA #110 is 99.9% pure electrolytic tough pitch copper and the annealing temperature range is 600 to 1400 F. Keep in mind however that annealing is a time-temperature relationship. The degree of anneal is determined with a laboratory tension tester.
"Some bumps on the surface" is really not enough information to give us a clue as to what is going on. For instance we don't understand if this is over a whole spool of wire or perhaps just at one spot such as the end of the spool. We therefore suggest you read the following thread
