Take a look Zumbach Instruments AG (Switzerland) www.zumbach.ch Of particular interest is the UMAC® Wall Thickness Measurement which uses ultrasonics. www.zumbach.ch/e/product/umac.asp This, combined with laser diameter monitors, will give you all you need to know.
Sikora AG (Germany) www.sikora.net/ also has an X-ray/ laser diameter monitor system for automotive wire called Ecocontrol www.sikora.net/products/ecocontrol/

It should be mounted with a lump and neck down detector. That will regulate the other instrumentation when very unusual measurements occur.
